POSITIVE RECOMMENDATION. NORMAL COLOR PERCEPTION IS REQUIRED FOR
CANDIDATES APPLYING TO AVI, BOSN, ELC, ENG, INF, MED, WEPS, ISM, OSS,
MLES, AND INV. NORMAL HEARING IS ALSO REQUIRED FOR INV APPLICANTS.
BECAUSE THERE IS NO SERVICE NEED TO ALLOW MEMBERS WHO DO NOT MEET THE
NORMAL COLOR PERCEPTION OR HEARING REQUIREMENT TO APPLY, WAIVERS OF
THESE REQUIREMENTS WILL NOT BE GRANTED. THE ONLY EXCEPTION ARE THOSE
IT OR OS ENLISTED PERSONNEL WITHOUT NORMAL COLOR VISION WHO WERE
PREVIOUSLY GRANDFATHERED INTO THEIR RESPECTIVE RATINGS OR WERE
SELECTED FROM OTHER RATINGS BY A PANEL TO LATERAL TO IT OR OS, AND MK
ENLISTED PERSONNEL WHO ENTERED THE MK RATING, WHETHER MK A-SCHOOL OR
STRIKER PROGRAM, PRIOR TO 1 OCT 2001. COMMANDING OFFICERS MAY
FAVORABLY ENDORSE E-RESUMES OF IT, OS, OR MK ENLISTED MEMBERS WHO
WERE PREVIOUSLY GRANDFATHERED UPON VERIFICATION OF ONE OF THE ABOVE
REASONS AND REMAINING ELIGIBILITY REQUIREMENTS OF REF D. GRADUATES
OF IT OR OS "A" SCHOOLS AND ENLISTED MBRS WHO ENTERED THE MK RATING 1
OCT 2001 AND THEREAFTER, MUST HAVE NORMAL COLOR VISION TO PARTICIPATE
IN THE CWO PROCESS. THIS REQUIREMENT WILL NOT BE WAIVED.
5. MEMBER: AFTER MEETING ALL OF THE ELIGIBILITY REQUIREMENTS
CONTAINED IN REF D, APPLICANTS MUST SUBMIT AN E-RESUME VIA THEIR
COMMANDING OFFICER TO OBTAIN A POSITIVE RECOMMENDATION FOR
APPOINTMENT TO CWO. THE COMMANDING OFFICER'S RECOMMENDATION IS THE
MOST IMPORTANT STEP IN THE CWO APPOINTMENT PROCESS AS THE
RECOMMENDATION ASSISTS THE SERVICE IN AFFIRMING THE CANDIDATE'S
MENTAL, MORAL, PHYSICAL, AND PROFESSIONAL QUALIFICATIONS FOR
APPOINTMENT TO CHIEF WARRANT OFFICER.
A. PRIOR SERVICE MEMBERS AND ELIGIBLE RESERVE MEMBERS MUST PAY
CLOSE ATTENTION TO THE TIME IN GRADE (TIG) LISTED ON THE PDE AND
PROFILE LETTER. DIRECT ACCESS CANNOT DISTINGUISH BETWEEN ACTIVE DUTY
TIME AND RESERVE TIME, LEADING IT TO OVERSTATE ALL TIG FOR MEMBERS
WITH RESERVE TIME. ONLY ACTIVE DUTY TIME MAY BE COUNTED TOWARDS TIG,
WHICH MAY REQUIRE MANUAL CALCULATION AND ADJUSTMENT FOR SOME MEMBERS.
IF YOU THINK YOUR TIG NEEDS TO BE ADJUSTED, NOTIFY YOUR SPO TO
COMPLETE A STATEMENT OF CREDITABLE SERVICE (SOCS).
B. TITLE 10 AND SELRES MEMBERS ARE NOT ELIGIBLE TO APPLY.
C. THE SEA TIME LISTED ON THE CWO APPOINTMENT PDE ONLY LISTS
TOTAL SEA TIME AS AN E-6 OR ABOVE. THIS TIME DOES NOT INCLUDE
CREDITABLE SEA TIME WHILE TAD AND SEA TIME AT TACLET, LEDETS, ETC.
THIS TIME WILL HAVE TO BE MANUALLY CALCULATED TO ENSURE ELIGIBILITY
FOR BOSN AND ENG APPLICANTS. IF YOU THINK YOUR SEA TIME NEEDS TO BE
RECALCULATED, NOTIFY YOUR SPO AND INFORM THE CG PSC (OPM-1) POC.
6. COMMAND/COMMANDING OFFICER: THE APPLICANT'S UNIT AND/OR SPO
PERSONNEL DATA RECORD SHALL BE REVIEWED PRIOR TO MAKING THE
RECOMMENDATION. APPLICANTS AND COMMANDING OFFICERS ARE DIRECTED TO
ARTICLE 1.D.3 OF REF D FOR GUIDANCE AND SPECIFIC SUITABILITY ISSUES.
ONLY THE CO'S ENDORSEMENT IS AUTHORIZED. AN OFFICER IN CHARGE SHALL
FORWARD THE E-RESUME UP THE CHAIN OF COMMAND FOR APPROPRIATE
APPROVAL. COMMANDS WILL BE NOTIFIED OF E-RESUMES RECEIVED WITHOUT
THE CO'S ENDORSEMENT.
7. A FULLY-WORDED CO ENDORSEMENT IS NOT REQUIRED OR DESIRED. CO
SHALL CONVEY A POSITIVE ENDORSEMENT BY SIMPLY ENDORSING THE MEMBER'S
E-RESUME WITH "ELIGIBLE AND RECOMMENDED." CANDIDATES NOT EARNING A
CO RECOMMENDATION SHOULD HAVE AN ENDORSEMENT READING "NOT
RECOMMENDED." THESE ONE-LINE ENDORSEMENTS HELP CG PSC-OPM-1 EASILY
VERIFY ELIGIBILITY. ONLY ENDORSEMENTS FROM THE IMMEDIATE COMMAND ARE
AUTHORIZED.
8. THE DEADLINES ARE:
1 JAN 2011: DEADLINE FOR APPLICANTS TO HAVE COMPLETED ALL
ELIGIBILITY REQUIREMENTS PER REF D, INCLUDING COMMANDING OFFICER'S
RECOMMENDATION.
3 JAN 2011: DEADLINE FOR COMMAND SUBMISSION OF ENLISTED EMPLOYEE
REVIEW (EER) IN DIRECT ACCESS. THIS IS TO ENSURE THE EER IS
AVAILABLE FOR THE COMPUTATION OF THE EVAL PRE-BOARD FACTOR. NO
INTERVENTION WILL OCCUR FOR EERS RECEIVED AFTER 3 JAN 2011 FOR THIS
BOARD. APPLICANTS AND UNITS ARE REMINDED THAT EXTRA ATTENTION TO
THIS REQUIREMENT IS NEEDED FOR EER END OF PERIOD 30 NOV 2009 FOR
ANNUAL E-8 AND SEMIANNUAL E-6 EERS. COMMANDS ARE REMINDED THAT DUE
TO THE REQUIREMENT OF A MINIMAL 184-DAY OBSERVATION PERIOD, IT IS
ACCEPTABLE FOR APPLICANTS RECENTLY PROMOTED TO E-7 TO GO BEFORE THE
BOARD WITHOUT AN E-7 EER (SEE ART 10.B.5.B OF REF D).
5 JAN 2011: DEADLINE FOR SUBMISSION OF E-RESUME AND E-INTERVIEW
IN DIRECT ACCESS. APPLICANTS SHOULD PAY EXTRA ATTENTION TO PARA 4 OF
REF B FOR INSTRUCTION ON COMPLETING THE E-RESUME. FAILURE TO APPLY
FOR CORRECT POSITIONS MAY RESULT IN LOSS OF ELIGIBILITY.
6 JAN 2011: CG PSC (OPM-1) WILL COMPILE A LIST FROM DIRECT
ACCESS OF ALL CWO APPOINTMENT BOARD APPLICANTS THAT HAVE SUBMITTED E-RESUMES
AND HAVE APPROVED E-INTERVIEWS. THIS LIST WILL NOT BE PUBLISHED.
12 JAN 2011: MEMBER CAN LOG ON TO DIRECT ACCESS AND
VIEW/VALIDATE THEIR PERSONAL DATE EXTRACT (PDE). SELECT FROM THE HOME MENU BAR
"SELF-SERVICE", "EMPLOYEE", "VIEW", AND "PDE". MEMBERS UNABLE TO VIEW
THEIR PDE MAY NOT HAVE SUBMITTED THEIR E-RESUME PROPERLY. APPLICANTS
UNABLE TO VIEW/VALIDATE THEIR PDE MUST NOTIFY THEIR COMMANDING
OFFICER, SPO, AND CG PSC (OPM-1) IMMEDIATELY SO CORRECTIVE ACTION CAN
BE EXPEDITED TO ENSURE CONSIDERATION IN THE CYCLE, OR A DUPLICATE PDE

AND SPO DEADLINE FOR COORDINATING CORRECTIONS TO MEMBER'S PDE (TIS, TIG,
TIME AS E-6, TIME AS E-7 - E-9, SEA DUTY, ETC.) AND GETTING THE
CORRECTIONS ENTERED IN DIRECT ACCESS.
2 FEB 2011: MEMBERS CAN LOG INTO DIRECT ACCESS AND VIEW THEIR
PROFILE LETTER. SELECT FROM THE HOME MENU BAR "SELF-SERVICE",
"EMPLOYEE", "VIEW", AND "PROFILE LETTER". THE PRE-BOARD SCORE IS A
LIVE NUMBER AND WILL CONTINUALLY CHANGE AS CANDIDATE INFORMATION IS
CHANGED OR CORRECTED. THE SCORE USED FOR THE PRE-BOARD ELIGIBILITY
LIST WILL BE FINALIZED ON 9 FEB 2011.
16 FEB 2011: CG PSC WILL PUBLISH THE PRE-BOARD ELIGIBILITY LIST
BY ALCGPSC. THIS LIST CONSISTS OF THOSE APPLICANTS WHOSE PRE-BOARD
SCORES ON 10 FEB 2010 QUALIFY THEM AS PRIMARY OR ALTERNATE
CANDIDATES.
9 MAR 2011: RECOMMENDATION FILES: OER AND CANDIDATE RESUMES
DUE IN CG PSC-OPM-1 FOR ALL PRIMARY AND ALTERNATE CANDIDATES AS
PUBLISHED IN THE PREBOARD ELIGIBILITY LIST. RECOMMENDATION FILES ARE
NOT TO BE MAILED. CANDIDATES SHALL FAX RECOMMENDATION FILES TO
(202)493-1618, OR SCAN AND EMAIL TO CG PSC-OPM-1 POC (SCAN AND EMAIL
VICE FAX NORMALLY PROVIDES BETTER QUALITY IMAGE, AND IS THE PREFERRED
OPTION FOR SUBMISSION OF RECOMMENDATION FILES).
12 APR 2011: BOARD CONVENES.
9. IN ORDER TO MAINTAIN FAIRNESS TO ALL CANDIDATES IN THIS HIGHLY
COMPETITIVE PROCESS, THERE WILL BE NO EXCEPTIONS MADE TO THE
PUBLISHED DEADLINES. THE APPLICANT BEARS THE RESPONSIBILITY FOR
DETECTING ERRORS AND MUST WORK CLOSELY WITH HIS OR HER COMMAND TO
CORRECT ANY ERRORS. IN PAST YEARS, MEMBERS HAVE FAILED TO FOLLOW-UP
